GMO Payment Gateway Joins Public Sector Payment Services Consortium

Tokyo – October 23, 2007 – GMO Internet Group remote credit card payment processing company, GMO Payment Gateway (GMO-PG) today established the public sector payment services consortium together with billing services company Kobayashi Create Co. Ltd, convenience store payment services company DENSAN SYSTEM Co. Ltd, and the pay-easy* multi-payment handling center. The new consortium aims to improve the efficiency of public sector payment systems for municipal governments in each member company. As a result effectiveness of regional government business development will increase for consortium members through mutual partnerships. At the same time regional governments can increase efficiency by providing multi payment processing services.
*Pay Easy is a service that uses the multi payment network created by payment services and financial institutions to make it possible for users to pay taxes and public utility rates at ATMs or by Internet banking.

1. Establishment of the Public Sector Service Consortium – Background and Objectives
In the public sector, payments such as tax payments are now being accepted by credit card in addition to existing convenience store payment and multi payment networks. Fujisawa city in Kanagawa became the first municipal government to accept credit card payments for light vehicle taxes and the application of credit card tax payments is expanding in regional government.
Many regional governments are looking to combine credit card payment processing, convenience store payments, multi payments and billing services. In spite of this implementation requires 1. A long review period, 2. A significant amount of time spent negotiating contracts with service providers, 3. Increasing implementation fees. The process is widely regarded as inefficient.
The new Public Sector Payment Services Consortium offers a combined public sector payments system that handles the above services. The consortium eliminates inefficiencies in the implementation process and increases efficiency in regional governments, and as a result it makes paying taxes easier. The service will first be applied to light vehicle taxes.

2. Outline of Public Sector Service Consortium Services
The consortium offers a combined billing, convenience store payment processing, credit card payment processing, Pay-Easy payment processing system to regional municipal governments.
