Osaka Prefecture Adopts GMO-PG Service to Accept Furusato Nouzei Donations by Credit Card
Tokyo – June 20, 2008 – GMO Internet Group remote credit card payment processing company, GMO Payment Gateway announces that the Osaka Prefectural Government has adopted its Credit Card Payment Processing ASP Service to process credit card payments of the Furusato Nouzei (Hometown Donation) as of today.
Background
Furusato Nouzei, introduced in the April, 2008 local tax reforms, is a system that allows individuals to allocate part of their municipal taxes to their hometown or a municipality other than the one in which they live. This is an extension of the existing donation subsidy tax system where part of a donation made to an individual’s hometown or other municipality they choose to support, is deducted from their municipal taxes and income taxes; effectively the taxpayer is paying tax to the municipality of their choice.
The Osaka government is collecting Furusato Nouzei donations from city residents as well as taxpayers that support Osaka throughout the country. Furusato Nouzei donations are fed into one of seven programs including welfare, cultural promotion and the Osaka Museum Concept that uncovers and restores Osaka’s historically significant areas and natural assets. Contributors can select the program they would like to support at the time of donation.

In addition to accepting donations by bank transfer at financial institutions, beginning today Osaka will begin accepting online credit card donations through their web site. This makes donating possible anywhere, anytime.
The credit card payment processing system used to process Furusato Nouzei payments is the same GMO-PG ASP service that the Osaka government already uses to process information for payments associated with applications and filings.

Outlook
Private final consumption spending in Japan is currently at around ￥291 trillion a year*1. Of that figure, the amount accounted for by credit card payments is no more than 35 trillion yen*2. Payments in the public sector, which is yet to introduce a credit card payment option, are estimated to be worth between 20 trillion yen and 50 trillion yen. We expect the introduction of credit card payment in this field to further expand the credit card market, improve efficiency in the public sector and be more convenient for the user.
