Shiga Prefecture Adopts GMO-PG Service to Accept Furusato Nouzei Donations by Credit Card
Tokyo – August 21, 2009 – GMO Internet Group non-face-to-face credit card payment processing company, GMO Payment Gateway (TSE: 3769) announces that Shiga Prefecture has selected the GMO-PG Public Sector Payment Processing Service to handle credit card payments beginning today in their “Furusato Nouzei”*1 tax donation program.
*1Furusato Nouzei, introduced in the April, 2008 local tax reforms, is a system that allows individuals to allocate part of their municipal taxes to their hometown or a municipality other than the one in which they live. This was an extension of the previously existing donation subsidy tax system. Part of a donation made to an individual’s hometown or other municipality they choose to support, is deducted from their municipal taxes and income taxes, effectively the taxpayer pays tax to the municipality of their choice.
Background and Summary
In October 2008, Shiga prefecture enacted regulations relating to the collection of donations for programs that support Lake Biwa and the prefecture's historical cultural assets. The government is inviting contributions from anyone int Japan who values Shiga’s cultural assets or loves Lake Biwa.
As of today, for the convenience of donors, in addition to existing payment options (bank transfer at a financial institution), Shiga-ken will begin accepting online credit card donations via its website. When making a donation, donors will be able to select from water environment protection and marine ecology preservation initiatives, and projects for the preservation and usage of historical and cultural assets.
Kyoto prefecture has selected the GMO Payment Gateway, Public Sector Credit Card Payment Processing Service to provide credit card payment data processing operations for online credit card donations.

GMO-PG Public Sector Credit Card Payment Processing Service
The GMO Payment Gateway Public Sector Credit Card Payment Processing Service has been adopted by the Social Insurance Agency as well as municipal governments including Tokyo and Fukuoka city. All municipal governments now accept credit card payments or plan to do so. The service contracted by Shiga prefecture for payment of Furusato Nouzei donations is already provided to cities including Tokyo and Amagasaki.
The service centralizes tasks like card validity checks, claims, and updating of card information. Because it is provided as an ASP service it can be deployed fast. We also provide an online application function that accepts 3-D secure certificates for identification purposes.
Outlook
Private final consumption spending in Japan is currently at around 292 trillion yen a year*3. Of that figure, the amount accounted for by credit card payments is no more than 39 trillion yen*4. Payments in the public sector, which has yet to fully introduce credit card payment options, are estimated to be worth between 20 trillion yen and 50 trillion yen. We expect the expansion of credit card payment services in this field to further expand the credit card market, improve efficiency in the public sector and be more convenient for the user.
